A chain of command is very important because if there isn't one, it'll be chaotic- people will be talking to others and it'll get loud. It's important that problems that are spotted are reported to the right people, so information can be quickly given and handed around properly. It's important that everyone's alert, because anyone can notice a problem and it's best to have everyone focusing to prevent confusion and mistakes. Lastly, it's important for conversations to be flowing, and communications to be open, but they shouldn't be too loud and disruptive to the point where they're interrupting the shoot.
